AMARC Strategic Plan 2011-2014

Goal and Purpose

AMARC’s goal is to combat poverty, exclusion and voicelessness and to promote social justice and sustainable, democratic and participatory human development.

In pursuit of this goal AMARC’s purpose is to amplify the voices of the excluded and marginalized through community media and new ICTs, to support popular access to communications, and to defend and promote the development of community radio worldwide.

Objective 1 - To promote and defend policy, legal and regulatory conditions that enable community media to operate

(a) Policy research, advocacy and partnership for community media and communication rights at regional and international level

Planned outputs
AMARC representation and advocacy at international fora; strengthening partnerships on FoE and communications rights

Expected outcomes
Raised international awareness of community media; increased stakeholder awareness of policy developments and good practice

Means of Verification
AMARC briefing and advocacy papers produced; Obsmedia website; reports of meetings; results of interventions

(b) Country level solidarity activities and partnerships including urgent action alerts and strategic country level missions.

Planned outputs
Solidarity action alerts; monitoring of policy developments at country level; country level advocacy missions and partnerships

Expected outcomes
Demonstrable impact of AMARC actions in improving situation for community media

Means of Verification
Alerts distributed; country mission reports; policy, legal and regulatory change

(c) Participation and advocacy on media and gender equality at international meetings

Planned outputs
AMARC representation and advocacy on gender equality

Expected outcomes
Increased presence and impact of AMARC WIN representatives in international fora

Objective 2: To promote knowledge sharing and capacity building for community media sustainability

(a) Communications with members and stakeholders and strengthening of AMARC network and organisational functioning

Planned outputs
Website, e-newsletter, annual report, presence on social network platforms, board meetings, action committees, teleconferences, stakeholder consultations

Expected outcomes
Increased member participation operational transparency and effectiveness, joint and integrated activities involving AMARC international and regions

Means of Verification
Publications, meetings, events, joint plans, membership

(b) Knowledge sharing on sustainability and good practice including training, publications, exchanges and support for sector associations

Planned outputs
Social action campaigns delivered on priority social themes; strategic partnerships developed for social improvement

Expected outcomes
Global campaigns show strength of CR sector and reinforce civil society demands on development and social change.

Number of hits on the webpage; number and frequency of programmes uploaded and downloaded; partnerships developed

(c) Strengthening the regional and international networks of the AMARC Women International Network (WIN)

Planned outputs
Reinforce the Women International network delivery mechanisms and communications

Expected outcomes
Reorganize and strengthen the Women International network at regional and international level

Means of Verification
In all AMARC activities and programs, women are at least 50 per cent, that women's contributions and situations is taken into account and made visible/audible.

Objective 3: To reinforce the social, developmental and humanitarian impact of community media

(a) News and features services in Latin America, Africa, Asia and Europe, including special reports from international events

Planned outputs
CR Correspondents can access the news produced by CR correspondents on thematic development challenges

Expected outcomes
Individuals and CR can access alternative local information on challenges

Means of Verification
Number of hits on the webpage, number and frequency of programmes uploaded and downloaded

(b) Social action on HIV/AIDS, health, environment, climate change, migration, anti-racism, food security, water & sanitation

Planned outputs
Social action campaigns delivered on priority social themes; strategic partnerships developed for social improvement

Expected outcomes
Global campaigns show strength of CR sector and reinforce civil society demands on development and social change.

Number of hits on the webpage; number and frequency of programmes uploaded and downloaded; partnerships developed

(c) Disaster prevention, mitigation and response to natural and human-made humanitarian disasters and emergencies

Planned outputs
Training and capacity building in disaster prevention and mitigation; development of AMARC disaster response capability; deployment in response to major disaster

Expected outcomes
Increase in community radio capacity and readiness to respond to disaster; AMARC response to disasters is timely and effective

Means of Verification
Number of community broadcasters and radio stations involved; disaster response assessments and intervention reports

(d) Promotion of women's rights and gender equality, including training and guidance materials and broadcast campaigns

Planned outputs
Promotion of AMARC gender policy, campaigns on International Women's Day, 16 Days campaign against violence against women, training workshops and events

Expected outcomes
Increased gender awareness and action for gender equality and women's rights

Means of Verification
Number of community broadcasters and radio stations involved; programmes uploaded and downloaded; gender policy distributed and translated
